AND THE ONLY THING WE CAN REMEMBER IS THE GREAT MEMORIES WE'VE HAD WITH NANCY. AND SHE WILL BE IN OUR HEARTS. IT WAS AN HONOR TO SERVE WITH YOU ON THIS BOARD, ALTHOUGH IT WAS THREE YEARS ON THE BOARD. YOUR IMPACT WILL FOREVER BE FELT IN OUR FAMILIES, IN OUR COMMUNITY. SHE AND I SERVED ON THE BOARD OF CHILDREN'S FIRST, AND SHE WAS THE ONE THAT TALKED ME INTO ACCEPTING THE POSITION ON THAT BOARD. FOR OVER 25 YEARS, NANCY AND SUSANA RAMIREZ HAD BEEN IN CHARGE OF LINING UP THE CINCO DE MAYO PARADE. 25 YEARS DOING THAT AND MAKING SURE THAT ALL OF THE CHILDREN WERE TOGETHER, THAT ALL OF THE FLOATS WERE IN PLACE. SHE DID THIS FOR OVER 25 YEARS TO HELP OUT OUR COMMITTEE. SHE ALWAYS HELPED OUT OUR SCHOLARSHIP COMMITTEE. LAST YEAR, WHEN WE WERE A LITTLE SHORT, WE WANTED TO GIVE A CERTAIN AMOUNT OF MONEY. NANCY STEPPED UP AND HELPED US. SHE HELPED US WITH OUR FOOD DRIVE, NOCHE DE NAVIDAD. SHE AND RUSTIN WOULD BE OUT THERE IN THE RAIN AND THE COLD HELPING US OUT. SO I CAN TELL YOU, I'M DEVASTATED. WE'RE STILL IN SHOCK. WE CANNOT BELIEVE THIS. AND I WANT TO TELL NANCY, HER FAMILY, HOW MUCH WE LOVE HER AND ADMIRED HER. AND SHE WILL ALWAYS HAVE A PLACE IN MY HEART. THANK YOU, MS. CORREO. MS. I RESPECTED THAT ABOUT HER, ESPECIALLY IN THIS ROLE. SHE WAS A REALLY GOOD EDUCATOR. SHE DID A LOT OF GREAT THINGS IN THAT ROLE, BUT SHE WAS A REALLY GOOD BOARD MEMBER. I WILL SAY SHE BROUGHT A PERSPECTIVE THAT'S DEFINITELY GOING TO BE MISSED UP HERE. AND WE'RE NOT LOOKING TO FILL HER SHOES. THERE'S NOT GOING TO BE A PERSON IN THIS COMMUNITY THAT CAN FILL NANCY'S SHOES. BUT TO WHOEVER FOLLOWS HER, I KNOW THAT SHE'LL BE WATCHING AND SHE'LL PROBABLY HAVE A SPECIAL LITTLE TAP ON THE SHOULDER TO MAKE SURE THAT PERSON IS DOING WHAT SHE WANTS THEM [00:10:01] TO DO UP HERE. I AM A GREAT PERSON AT HOME BY DOING MULTIPLE THINGS. I HELP MY FAMILY MEMBERS BY WASHING THE DISHES OR WASHING AND DRYING MY CLOTHES. ANOTHER WAY I HELP MY FAMILY IS BY TAKING OUT THE TRASH. IF SOMEONE IS HAVING A TOUGH TIME WITH THEIR CHORES, I PITCH IN AND HELP THEM WITHOUT ASKING. ADDITIONALLY, I HELP SERVE THE COMMUNITY IN MULTIPLE WAYS. FOR EXAMPLE, I HAVE PARTICIPATED IN A FOOD DRIVE FOR THE HOMELESS. THIS EXPERIENCE MADE ME FEEL GOOD INSIDE BECAUSE I IMPACTED THEIR LIVES IN A POSITIVE WAY. I ALSO SERVED IN THE COMMUNITY BY HELPING MY MOM PACK AND DELIVER PINK BOXES FILLED WITH GIFT CARDS, WATER BOTTLES, TEA BAGS, AND PEPPERMINTS TO BREAST CANCER PATIENTS DURING THE HOLIDAYS. LASTLY, I AM A GREAT PERSON AT SCHOOL IN VARIOUS WAYS. FOR INSTANCE, I STOOD UP FOR A STUDENT WHO WAS GETTING BULLIED BY OTHER CLASSMATES. AND AFTER CLASS, THE TEACHER THANKED ME. ALSO, I AM A GREAT PERSON AT SCHOOL BY HELPING A STRUGGLING STUDENT WITH THEIR WORK. IT'S MEANT TO PREVENT THE STATE FROM PROMOTING OR SHAPING RELIGIOUS BELIEF. SO AS A PARENT, I'M CONCERNED NOT ONLY FOR MY OWN CHILDREN, BUT THEIR FRIENDS. GPISD PUBLIC SCHOOLS SERVE FAMILIES WHO PRACTICE A RICH DIVERSITY OF RELIGIONS, AS WELL AS MANY FAMILIES WHO DON'T PRACTICE ANY FAITH. THE POLICY THREATENS STUDENT BELONGING AND INCLUSION. SIMILARLY, OUR STAFF AND TEACHERS ALSO REPRESENT A RICH DIVERSITY OF RELIGIOUS IDENTITIES. THEY'RE EMPLOYED AS EDUCATORS, NOT SUNDAY SCHOOL TEACHERS. ASKING TEACHERS, STAFF, OR ADMINISTRATORS TO OVERSEE THESE PRAYER PERIODS IS AKIN TO ASKING THEM TO STEP INTO THE ROLE OF RELIGIOUS LEADERS, WHICH I THINK IS UNFAIR AND OVERSTEPS THE SPECIFICITY OF THEIR TRAINING. AS A CHRISTIAN PARENT AND PASTOR, I CARE DEEPLY ABOUT PRAYER AND MY CHILDREN'S RELATIONSHIP WITH GOD. WHEN WE LOOK AT READING FOR THIRD GRADE, WE SEE THAT OUR DID NOT MEETS REMAIN THE SAME, BUT WE SAW DECREASES IN STUDENTS AT THE APPROACHES LEVEL AND INCREASES IN STUDENTS AT THE MEETS LEVEL, A 1% INCREASE, AND A 3% INCREASE IN STUDENTS AT THE MASTERS LEVEL. FOR FOURTH GRADE, WHEN WE LOOK AT READING, AGAIN WE SEE THE INCREMENTAL GROWTH AND UPWARD MOVEMENT OF STUDENTS IN THE PERFORMANCE LEVELS. WE SEE A 2% DECREASE IN STUDENTS AT THE DID NOT MEET LEVEL, A 5% DECREASE IN STUDENTS AT THE APPROACHES LEVEL, AND THEN WE SEE AT THE UPPER LEVEL MOVEMENT 4% INCREASE IN MEETS AND 2% INCREASE IN MASTERS. WITH OUR FOURTH GRADE MATH, WE SEE A 1% INCREASE IN STUDENTS AT THE DID NOT MEET AND THEN WE SEE A 9% DECREASE IN STUDENTS AT APPROACHES, A 1% DECREASE IN STUDENTS AT MEETS, AND THEN AN 11% INCREASE IN STUDENTS AT THE MASTERS LEVEL. AND WHEN WE LOOKED AT STUDENT READINESS TO LEARN, WE REALIZED THAT WE'RE STILL SEEING SOME OF THE PANDEMIC EFFECT IN THIS PERFORMANCE. THESE STUDENTS WOULD HAVE BEEN IN PRE-K AND KINDER DURING THE PANDEMIC, SO WE KNOW THAT THEY HAVE LEARNING GAPS, AND WE KNOW THAT WE NEED TO BE AGGRESSIVELY MONITORING AND INTERVENING TO CLOSE THOSE FOUNDATIONAL MATH GAPS SO STUDENTS ARE PREPARED TO LEARN THE NEW CONTENT. THE THING ABOUT MATH IS MATH BUILDS. SO IF YOU DO NOT HAVE THOSE FOUNDATIONAL SKILLS, YOU'RE NOT GOING TO BE READY TO LEARN THE NEW CONTENT. WHEN WE LOOKED AT TEACHER READINESS, WE DRILLED DOWN INTO THE CAMPUSES THAT WERE REALLY STRUGGLING WITH FIFTH GRADE MATH. AND WHAT WE FOUND IS IN A LOT OF THE CLASSROOMS THAT WERE STRUGGLING WITH THE FIFTH GRADE MATH PERFORMANCE, WE HAD A LARGE NUMBER OF INSTRUCTOR 2 TEACHERS, WHICH ARE TEACHERS WITH A DEGREE AND IN THE ALTERNATIVE CERTIFICATION PROGRAM, AND THEN A LARGE NUMBER OF ZERO-YEAR AND ONE-YEAR TEACHERS. AND SO ALL OF THIS REALLY INFORMS HOW WE GO ABOUT SUPPORTING TEACHERS WITH GOING INTO THE CLASSROOM TO DELIVER THAT EFFECTIVE FIRST TEACH AND THAT TIER 2 INTERVENTION. SO JUST FOR THIS DATA, FOR THE MAP DATA, WE HAVE WORKED WITH THE ACADEMIC COUNCIL OUR DEPARTMENT LEADS AND WE'RE PIVOTING DEPARTMENT SUPPORT. SO FOR EXAMPLE, SOME OF OUR CAMPUSES NEED SUPPORT WITH DUAL LANGUAGE PROGRAMMING AND SO TAMMY IS WORKING WITH HER TEAM AND SHE'S PUSHING OUT ADDITIONAL SUPPORT TO THE CAMPUSES BASED UPON THAT CAMPUS DATA THAT NEEDS SUPPORT WITH DUAL LANGUAGE. WE HAVE SWITCHED APS SO WE ARE PIVOTING BASED UPON WHAT WE'RE SEEING WITH THEIR PERFORMANCE AND WE'RE PRIORITIZING THE RESOURCE ALLOCATION TO OUR UNDER PERFORMING CAMPUSES. OUR GOAL WAS TO ACTUALLY LOOK AT AND EVALUATE AND ARRIVE WITH SOMETHING THAT WE WOULD BE ABLE TO UTILIZE AND BE ABLE TO PUT IN AS A CONVERSATION PIECE FOR THIS BOARD BECAUSE WE ARE IN A DEFICIT. WE ARE IN A VERY DEEP DEFICIT. THAT DEFICIT WILL DO NOTHING BUT CONTINUE TO GROW IF WE DO NOT DO SOMETHING. THIS IS ONLY ONE PIECE OF THE JOURNEY THAT WE'RE TALKING ABOUT. I DO APPRECIATE THIS BOARD FOR HITTING PAUSE AND SAYING WE'RE GOING TO WAIT UNTIL WE GET THE NEW SUPERINTENDENT IN AND WE'RE GOING TO EVALUATE ALL OF THE DIRECTIONS THAT WE'RE GOING TO GO IN THIS DISTRICT. WE HAVE AUDIENCE MEMBERS THAT ARE OUT HERE THAT WERE ALSO PARTICIPANT IN THAT. WE COLLECTED THE INFORMATION AND AMENDED THAT. WE DID THAT WITH THE FOLLOWING DATE THAT WE MET WITH STAFF. SO ONE OF THE THINGS THAT WE WERE ABLE TO REVIEW IS WE HAVE A TREMENDOUS AMOUNT OF FAMILIES THAT WOULD BE IMPACTED BY THE CLOSURE OF MORTON, SOME OF WHICH DO NOT KNOW THAT THIS IS ACTUALLY HAPPENING. IF WE CLOSE MORTON, THE DOMINO EFFECT COMING DOWN FROM MORTON AND GOING INTO BOWIE AND GOING INTO SEGUIN WOULD IMPACT APPROXIMATELY 1,000 STUDENTS. THAT'S POSSIBLY 1,000 FAMILIES THAT DO NOT KNOW THIS IS HAPPENING. AND WHEN THEY SHOW UP TO SCHOOL IN AUGUST, THEY'RE GOING TO BE TOLD, I'M SORRY, THIS IS NOT YOUR SCHOOL. SO WE NEED TO REVIEW THIS. IF THIS IS IN THE FUTURE AND WE'RE DOING THIS, THEN THERE'S A COUPLE THINGS WE MIGHT NEED TO DO IN ADVANCE, WHICH IS AN ATTENDANCE STUDY TO MAXIMIZE OUR ATTENDANCE BOUNDARIES. AND THAT IS A FULL-YEAR PROCESS TO LOOK AT ATTENDANCE BOUNDARIES AND HAVE VENUE MEETINGS AT THE CAMPUSES, TALK WITH PARENTS. WHY THIS LINE? WHY THIS LINE? SO ALSO ONE OF THE REQUESTS WE'RE LOOKING AT IS MAYBE EVALUATING THAT AND SHARING THE MODEL THAT WE HAVE IT MORE. AND GROWING THIS AS A PRE-K-8, BUT PHASING IT IN LIKE WE DID WHEN WE DID MORE. THE FACILITY IS NOT GOING TO GET ANY BETTER, BUT YOU HAVE TO UNDERSTAND IT HAS UPGRADED AND HAVE RECEIVED SOME UPGRADING THAT'S THERE. SO THERE'S MINIMAL SQUARE FOOTAGE THERE THAT WE HAVE TO UPDATE. SO OUR RECOMMENDATION IS RETAIN MORTON AS A PRE-K-5 ATTENDANCE ZONE, NOT CLOSE IT AT ALL, KEEP IT WHERE IT IS, BUT TRANSITION MORTON TO A CHOICE 6-8 CAMPUS WITH A PHASE IN, WHICH MEANS THAT IN THE NEXT ACADEMIC SCHOOL YEAR, WE WOULD GO FROM A PRE-K-6 CAMPUS. THAT WOULD HELP ALLEVIATE ARNOLD, ADAMS, AND SOME OF OUR OTHER MIDDLE SCHOOLS THAT ARE BUSTING AT THE SEAMS, AND WE CAN ACTUALLY DISTRIBUTE OUR STUDENTS A LITTLE BIT DIFFERENTLY. AND IT WOULD ALLOW US TO HAVE NO DISRUPTION TO THE ATTENDANCE ZONES FOR OUR FAMILIES, AND WE WOULD PROVIDE A 6-8 CHOICE THAT IS CENTRALLY LOCATED ON THE NORTH END OF TOWN. SO NOW WE WOULD HAVE A PRE-K-8 ON THE NORTH END, WE'VE GOT MORE IN THE CENTER OF TOWN, AND IN THE LONG RANGE PLAN, IF THAT COMES OUT TO FRUITION, WE WOULD REVISIT TRUMAN POSSIBLY IN A FUTURE PHASE IN AFTER WE'VE EVALUATED ALL OF THE ADJUSTMENTS. NOW WE MOVE IN TO TRAVIS. TRAVIS IS A BELOVED COMMUNITY, BELOVED ENVIRONMENT THAT'S THERE. APPROXIMATELY 100 PLUS INDIVIDUALS SHOWED UP. WHEREAS MORTON, YOU ARE DISPLACING OVER A THOUSAND STUDENTS. AT TRAVIS, YOU ARE NOT DISPLACING THE STUDENTS. I WOULD LIKE TO KNOW FROM A BUDGET STANDPOINT NOW THAT WE'RE GOING FROM POTENTIAL THREE CAMPUSES BEING CLOSED DOWN TO A POSSIBLE ONE, WHAT DO THE BUDGET IMPLICATIONS LOOK LIKE AND WHAT STEPS WILL NEED TO BE TAKEN BY THE BOARD TO ENSURE THAT WE'RE STAYING ON TRACK AND NOT GOING FURTHER INTO DEFICIT OPTIMIZING OUR FACILITIES AS BEST WE CAN KEEP GOING IN THE RIGHT DIRECTION BECAUSE WE CAN'T KEEP MOVING BACKWARDS. THAT'S A REALLY GOOD QUESTION. AS I STATED IT MUST HAVE BEEN LAST SUMMER BECAUSE THE BOARD CHOSE WHICH I THINK WAS A GREAT CHOICE TO ADOPT DISASTER PENNIES. OUR DEFICIT CAME DOWN TO $17 MILLION. OF COURSE BECAUSE THE BOARD HAS A HEALTHY FUND BALANCE WE STILL COULD SURVIVE AND MAINTAIN AS A SCHOOL DISTRICT BUT AS ANYONE KNOWS THAT'S NOT PRUDENT TO CONTINUE TO SPEND DOWN YOUR SAVINGS ACCOUNT FOR OPERATION OR OPERATING EXPENSES. WHILE WE WOULDN'T HAVE THE SAME SAVINGS ANTICIPATED AS CLOSING THREE CAMPUSES IF WE CHOSE TO CLOSE ONE CAMPUS, WHAT THAT WOULD DO IS CONDENSE THE WINDOW OF TIME THAT IT TAKES FOR US TO TRY TO WORK TOWARD A BALANCED BUDGET. WE WOULD INCREASE OUR TIME UNLESS IT TAKES MORE TIME TO TRY TO BALANCE THE BUDGET. I THINK THERE ARE A NUMBER OF DIFFERENT THINGS THAT COME INTO PLAY WHEN WE LOOK AT THAT. STAFFING OBVIOUSLY IS OUR BIGGEST EXPENSE AS A SCHOOL DISTRICT WITH 85% PAYROLL BENEFITS AND STAFF. AND SO AT SOME POINT WE HAVE TO KIND OF LOOK AT ARE WE CARRYING THE PROPER AMOUNT OF STAFF BASED ON THE NUMBER OF STUDENTS THAT WE HAVE AND IF NOT THEN WHAT WOULD IT LOOK LIKE TO CUT SOME OF THAT STAFF BACK AND LOWER OUR PAYROLL COSTS WHICH OBVIOUSLY WOULD HELP US REACH A BALANCED BUDGET AS WELL. OPERATING EXPENSES, SOME OF THOSE WE HAVE SOME CONTROL OVER, SOME OF THEM WE DON'T. WE SPEND ABOUT 5% FOR UTILITY COSTS AND EVEN THOUGH WE TRY TO DO THE BEST JOB AT RUNNING ELECTRICITY ONLY WHEN WE NEED TO AND HAVING LIGHTS ON ONLY WHEN WE NEED TO THAT NUMBER IS A FLUID NUMBER AND I DON'T ANTICIPATE THAT NUMBER TO GO DOWN BECAUSE THE COST OF ELECTRICITY AND GAS IS GOING UP, EVEN WATER IS GOING UP, LIKE IT COSTS MORE MONEY FOR WATER NOW. SO WHERE WE HAVE FLEXIBILITY IS JUST ABOUT 9.5% OF OUR TOTAL BUDGET. SO WHEN YOU LOOK AT OUR TOTAL BUDGET WE DON'T HAVE A LOT OF FLEXIBILITY WITHOUT TOUCHING STAFFING. AND WE ARE DUE RIGHT NOW IN OUR FIVE YEAR FACILITY PLAN TO DO ABOUT 6.9 MILLION DOLLARS OF THINGS THAT NEED TO HAPPEN IN THE NEXT TWO YEARS TO MAKE SURE THE BUILDING CONTINUES TO OPERATE THE WAY IT IS EVEN THOUGH THAT'S NOT EFFICIENT. WE TAKE ON EVERYTHING OF GRAND PRAIRIE ISD TRYING TO MAKE SURE THE 26,000 STUDENTS IN OUR DISTRICT HAVE THE EDUCATION THAT THEY NEED AND THAT THEY SHOULD HAVE BECAUSE OUR ULTIMATE GOAL IS TO MAKE SURE THAT WHEN YOU LEAVE GRAND PRAIRIE ISD YOU'RE PREPARED FOR LIFE BECAUSE YOU ONLY SPEND 17 YEARS OR 13 YEARS IN THIS DISTRICT BUT THEN YOU GO ON TO LIVE INTO ADULTHOOD MORE YEARS THAN YOU ARE IN THIS DISTRICT. OUR GOAL IS TO MAKE SURE THAT YOU'RE PREPARED FOR THE LIFE OUTSIDE OF GRAND PRAIRIE ISD. WHEN WE ASK QUESTIONS TO MAINTENANCE AND OPERATIONS OR ABOUT THE FINANCES OR ABOUT CURRICULUM OR ABOUT OUR TESTING, IT'S JUST TO MAKE SURE THAT WE ARE DOING WHAT WE NEED TO DO AS TRUSTEES TO MAKE SURE THAT OUR STUDENTS ARE HAVING THE BEST POSSIBLE EDUCATION.
