AND MISS FOWLER, OUR DIRECTOR OF BEHAVIORAL SUPPORTS.

SO FIRST OF ALL, OUR STUDENT CODE OF CONDUCT, IT ALIGNS WITH CHAPTER 37 OF THE TEXAS EDUCATION CODE.

IT'S GOING TO ESTABLISH OUR CLEAR EXPECTATIONS FOR STUDENT BEHAVIOR.

IT'S GOING TO GIVE US THE METHODS TO INTERVENE ON DISCIPLINE PROBLEMS. AND IT ALSO PROMOTES A SAFE AND ORDERLY AND POSITIVE ENVIRONMENT.

THERE ARE MANY UPDATES. I'M GOING TO TRY TO GO THROUGH THEM QUICKLY, BUT AS A RESULT OF THE 89TH LEGISLATIVE SESSION, WE HAVE SEVERAL UPDATES TO THE STUDENT CODE OF CONDUCT.

THE FIRST ONE IS SENATE BILL 326, AND IT PROHIBITS STUDENTS FROM ENGAGING IN BEHAVIOR THAT IS MOTIVATED BY ANTI-SEMITISM.

HOUSE BILL 6 RESULTED IN A LOT OF UPDATES. THE FIRST ONE IS FOR THE CAMPUS BEHAVIOR COORDINATORS PREVIOUSLY.

CAMPUSES COULD ALLOW MORE THAN 1 PERSON TO SERVE IN THIS ROLE WITH THE UPDATED LAW.

ONLY 1 STAFF MEMBER CAN SERVE AS THE CAMPUS BEHAVIOR COORDINATOR.

THE MISUSE OF TECHNOLOGY LANGUAGE IS NEW. IT CORRESPONDS TO AI, AND IT PROHIBITS STUDENTS FROM USING AI IN A WAY THAT WOULD CONSTITUTE ACADEMIC DISHONESTY OR AS A MEANS OF ENGAGING IN PROHIBITED CONDUCT.

AND THEN WE HAVE A CHANGE FOR FIRST TIME OFFENSE OF NICOTINE POSSESSION OR USE IN THE CONSEQUENCE.

PREVIOUSLY, DAEP WAS MANDATORY FOR THIS. NOW DAEP IS NO LONGER MANDATORY.

IF CAMPUSES DO NOT ASSIGN THE STUDENT TO THE DAEP, THEY MUST ASSIGN THEM TO AT LEAST 10 DAYS IN ISS.

HOUSE BILL 2 AND HOUSE BILL 6 BOTH GAVE UPDATES TO THE FORMAL TEACHER REMOVAL PROCESS.

IF YOU CAN RECALL, PREVIOUSLY, TEACHERS HAD TO DOCUMENT STUDENT BEHAVIOR BEFORE REMOVING THEM FROM THE CLASS.

NOW, WITH THESE UPDATES AND LONG, WE NOW HAVE THAT ELIMINATED.

THEY DO NOT HAVE TO DOCUMENT THE BEHAVIOR BEFORE REMOVING THE STUDENT FROM CLASS.

THERE ARE SPECIFIC CRITERIA FOR REMOVING THE STUDENT.

A TEACHER CAN REMOVE A STUDENT ARE FOR THE NEXT 3 ITEMS. IF A STUDENT REPEATEDLY INTERFERES WITH THE TEACHER'S ABILITY TO TEACH.

IF THE STUDENT IS UNRULY, DISRUPTIVE, OR ABRASIVE, OR IF THE STUDENT ENGAGES IN BULLYING.

IF A TEACHER DOES REMOVE A STUDENT, WE MUST INFORM THE PARENTS.

AND THERE ARE ALSO SOME GUIDELINES ON RETURNING THE STUDENT TO THE CLASS.

A STUDENT WHO HAS BEEN REMOVED FOR ASSAULT CANNOT BE RETURNED WITHOUT THE TEACHER'S WRITTEN CONSENT.

FOR ANY OTHER CONDUCT, THEY CANNOT BE RETURNED WITHOUT THE TEACHER'S WRITTEN CONSENT.

UNLESS THE PLACEMENT REVIEW COMMITTEE DETERMINES THE TEACHER'S CLASS IS THE BEST FIT ARE THE ONLY ALTERNATIVE.

AND ALSO WHEN THAT STUDENT IS RETURNING TO CLASS.

A RETURN TO CLASS PLAN MUST BE CREATED IN A CONFERENCE HELD WITH THE TEACHER INVITED.

AND THEN, OF COURSE, THE STUDENT CAN ALWAYS APPEAL THEIR REMOVAL.DR.

HORTON, I HAVE A QUICK QUESTION BEFORE WE GO ON TO ANYTHING ELSE, WHO IS ON THE PLACEMENT REVIEW COMMITTEE? SO WE HAVE DESIGNATED PEOPLE AT THE CAMPUS LEVEL.

THE STUDENT MAY APPEAL IT NOW. THAT'S NOT GOING TO BE THE PARENT COMING IN AND APPEALING FOR ON BEHALF OF THE STUDENT.

THAT'S THE STUDENT BY THEMSELVES. WHATEVER MALE OR FEMALE, WHATEVER GRADE LEVEL THAT'S GOING TO DO THE APPEAL OR THEIR OWN SELF.

SO WITH THE WAY THE LAW IS WRITTEN, IT DOES SAY A STUDENT MAY APPEAL TEA HAS PROVIDED SOME SAMPLE DOCUMENTS FOR US TO FOLLOW.

THEY ACTUALLY JUST SHARED THOSE DOCUMENTS AROUND 3:12 P.M.

THIS AFTERNOON. SO WE'RE GOING TO BE REVIEWING THOSE DOCUMENTS TO GET MORE SPECIFICITY THAT YOU'RE ASKING.

AND WE'RE GOING TO SHARE THAT WITH THE COMMUNITY.

THERE'S ALSO AN UPDATE TO IN-SCHOOL SUSPENSION.

PREVIOUSLY, STUDENTS COULD BE PLACED IN ISS FOR A MAXIMUM OF 3 DAYS.

HOUSE BILL 6 CLARIFIED THAT ISS IS NOT SUBJECT TO ANY TIME LIMITS.

SO NOW WHEN CAMPUSES PLACE STUDENTS IN ISS, THE SCHOOL MUST PROVIDE THEM WITH BEHAVIORAL SUPPORT SERVICES AND COMPARABLE EDUCATION SERVICES. AND ADDITIONALLY, AN ADMINISTRATOR MUST CONDUCT A REVIEW OF THE IN-SCHOOL SUSPENSION OF A STUDENT AT LEAST EVERY 10 DAYS.

AND THEY'RE CHECKING FOR 2 THINGS. THEY'RE CHECKING TO EVALUATE THE STUDENT'S ACADEMIC PROGRESS AND DETERMINE IF CONTINUED ISS PLACEMENT IS APPROPRIATE.

THE NEXT CHANGE IS TO OUT OF SCHOOL SUSPENSION.

PREVIOUSLY, BEFORE THIS UPDATE, A STUDENT BELOW GRADE 4 OR A HOMELESS STUDENT COULD NOT BE PLACED IN OUT OF SCHOOL SUSPENSION FOR ANY REASON.

WITH THIS UPDATE, A STUDENT BELOW GRADE THREE OR A HOMELESS STUDENT CAN BE PLACED IN OUT OF SCHOOL SUSPENSION IF THEY CONDUCT.

IF THEY HAVE CONDUCT THAT CONTAINS THE ELEMENTS OF A WEAPONS OFFENSE.

CONDUCT THAT THREATENS THE IMMEDIATE HEALTH AND SAFETY OF OTHER STUDENTS IN THE CLASSROOM, AND DOCUMENTED CONDUCT THAT RESULTS IN REPEATED OR SIGNIFICANT DISRUPTION TO THE CLASSROOM.

NOW, THIS LAW ALSO GIVES PARENTS AN OPPORTUNITY TO REQUEST AN ALTERNATIVE ASSIGNMENT IF THEY CAN PROVIDE DOCUMENTATION THAT THEY CANNOT SUPERVISE THE STUDENT DURING THIS OUT OF SCHOOL SUSPENSION, AND THAT REASSIGNMENT IS AT THE DISCRETION OF THE CAMPUS ADMINISTRATOR.

THE NEXT UPDATE IS TO EXPULSION GUIDELINES. THE HOUSE BILL 6 UPDATE NOW SAYS A STUDENT MAY BE EXPELLED FOR POSSESSION OF A FIREARM WITHIN 300FT OF SCHOOL PROPERTY. AND THERE'S SEVERAL BULLETS HERE, AND I'M JUST GOING TO READ THEM JUST FOR OUR AUDIENCE BECAUSE THEY ARE COMPREHENSIVE.

A STUDENT MUST BE EXPELLED IF STUDENTS ENGAGE IN THE FOLLOWING CONDUCT REGARDING REGARDLESS OF LOCATION.

CONDUCT THAT CONTAINS THE ELEMENT OF THE OFFENSE OF EXHIBITING, USING, OR THREATENING TO EXHIBIT OR USE A FIREARM.

CONDUCT THAT CONTAINS ELEMENTS OF KIDNAPING OR AGGRAVATED KIDNAPING.

CONDUCT THAT CONTAINS THE ELEMENTS OF BURGLARY, ROBBERY, OR AGGRAVATED ROBBERY.

CONDUCT THAT CONTAINS ELEMENTS OF ASSAULT AGAINST SCHOOL EMPLOYEES OR VOLUNTEERS, AND EMERGENCY EXPULSION MAY BE ORDERED ON BASIS OF A SINGLE INCIDENT OF BEHAVIOR BY THE STUDENTS. LOTS OF UPDATES TO THE DISCIPLINE.

STUDENT CODE OF CONDUCT WITH HOUSE HOSPITAL 6.

AND SO ONE FINAL PIECE IS THE PARENTAL NOTIFICATION OF AMENDED SCHOOL DISCIPLINES LAWS.

THIS IS SAYING THAT TEA MUST PROVIDE SCHOOL DISTRICTS WITH A REPORT OF ALL OF THE UPDATED DISCIPLINE LAWS, AND THEN WE WILL PROVIDE THIS REPORT TO OUR PARENTS AND OUR STUDENTS.

AT THE TIME THAT I SUBMITTED THIS SLIDE DECK AT NOON, THIS WAS UNDER CONSTRUCTION.

WE HAD NOT RECEIVED IT FROM TEA SCHOOL DISTRICTS, DID RECEIVED IT IN A TEA THIS AFTERNOON.

SO WE HAVE IT IN OUR EMAIL. AND SO WE WILL BE MOVING FORWARD TO SHARE THIS WITH OUR PARENTS AND OUR STUDENTS.

SO ONE OF THE MOST CONSEQUENTIAL UPDATES IS HOUSE BILL 1481, WHICH IS THE PERSONAL COMMUNICATION DEVICES.

AND I KNOW YOU'VE HEARD ABOUT THIS ONE. AND HERE STUDENTS ARE PROHIBITED FROM HAVING A PERSONAL COMMUNICATION DEVICE WHILE ON SCHOOL PROPERTY DURING THE SCHOOL DAY, UNLESS THE DEVICE IS PROVIDED BY THE SCHOOL DISTRICTS.

THIS LAW ALSO REQUIRED DISTRICTS TO DEVELOP WRITTEN POLICY THAT INCLUDES DISCIPLINARY MEASURES UP TO TAKING AWAY THE PHONE.

IT LAUNCHED ON JULY 30TH. IT INCLUDES INFORMATION AROUND THIS NEW LAW.

IT INCLUDES THE CONSEQUENCES. WE'VE BEEN RECEIVING QUESTIONS FROM PARENTS.

AND SO WE HAVE FILED A CLAIM WITH OUR INSURANCE TO TRY TO SPEED UP THE PROCESS IN GETTING THE CONSTRUCTION DONE.

HE'S BEEN INSTRUMENTAL IN DOING THAT. WE GOT TO GO AHEAD THIS WEEK TO GO AHEAD AND DEVELOP A SCOPE OF WORK.

BOTH OF THE INSURANCE ADJUSTERS THAT HAVE BEEN WORKING WITH MR. JIMERSON AND [INAUDIBLE] ON THE CONSTRUCTION SITE DECIDED TO USE JOHN COOKE AND ASSOCIATES AS THE GENERAL CONTRACTOR TO DETERMINE THE SCOPE TO CONTRACT THE SCOPE OF WORK, AND ALSO, IF HE SUBS OUT, HE WILL HAVE TO GO OUT FOR BID FOR AT LEAST 2 SUBCONTRACTORS FOR ANY JOB HE SUBS OUT, AND THE INSURANCE ADJUSTER WILL DETERMINE WHICH CONTRACTOR THEY WILL USE.

SO WE ANTICIPATE THAT THE SCOPE OF WORK WILL TAKE BETWEEN 45 AND 60 DAYS BEFORE WE HAVE A REAL, TRUE UNDERSTANDING OF WHAT ALL NEEDS TO BE DONE.

AT THAT POINT, WE DEVELOP A TIMELINE IN WHICH WE CAN GET THE CONSTRUCTION DONE AND BE ABLE TO GET BACK INTO THAT BUILDING.

I ANTICIPATE, BASED ON WHERE WE ARE RIGHT NOW, THAT THAT MAY NOT HAPPEN THIS SCHOOL YEAR, MAYBE NEXT SUMMER. WOW. THE PORTABLES ARE ON SITE.

ALL THE PORTABLES ARE UP AND OPERATIONAL. THEY ACTUALLY BRAND NEW PORTABLES.

THEY HAVE THEIR OWN AC, THEY HAVE THEIR OWN WATER, HAVE THEIR OWN RESTROOM.

WE HAVE A GENERATOR THAT PROVIDES ELECTRICITY TO ALL THE PORTABLES.

WE HAVE WATER TANKS TO PROVIDE WATER. THOSE THINGS ARE CHANGED OUT.

GAS IS PUT IN THE GENERATOR TWICE A WEEK. THE WATER IS EMPTIED TWICE A WEEK FROM THE SEWER SYSTEM, AND WATER IS ADDED TO THE WATER TANK TWICE A WEEK.

WE ARE STILL BUILDING ON AWNINGS OVER THE RAMPS.

WE ONLY ALLOW THE THE BUILDERS TO BUILD AFTER SCHOOL OR AT NIGHT BECAUSE STUDENTS ARE USING THE RAMPS DURING THE SCHOOL DAY.

WE'RE ALMOST COMPLETE WITH THE FENCE. THERE WILL BE A PRIVACY FENCE AROUND THE PORTABLES THAT WE'RE WORKING ON RIGHT NOW. WE ANTICIPATE BOTH OF THOSE BEING DONE BY THE END OF THIS WEEK.
