ALL BOARD MEMBERS ARE PRESENT. DOCTOR TRUJILLO, HAS THIS MEETING BEEN POSTED IN A TIMELY MANNER? YES, MA'AM. THANK YOU. THE BOARD WILL NOW ADJOURN TO CLOSED SESSION FOR THE PURPOSE OF CONSIDERATION OF MATTERS FOR WHICH CLOSED SESSIONS ARE AUTHORIZED UNDER THE TEXAS

FIRST, WE WILL HAVE THE 25-26 COMPENSATION PLAN AND HIRING SCHEDULES.

OUR PRESENTER IS DOCTOR THURSTON LAMB, DEPUTY SUPERINTENDENT OF OPERATIONS.

KRISTEN BIRD, CHIEF FINANCIAL OFFICER AND THEN WE HAVE CARRIE CHAPMAN WITH HUMAN RESOURCE, HUMAN CAPITAL MANAGEMENT. GOOD EVENING. GOOD EVENING.

BOARD PRESIDENT, BOARD OF TRUSTEES AND DOCTOR TRUJILLO. I'M HERE TO COVER OUR CONVERSATION PLAN.

AS YOU KNOW, WE HAD OUR MEETING BEFORE. WE COVER THE COMPENSATION PLAN, SO I DON'T WANT TO COVER THE SAME THINGS WE'VE ALREADY COVERED.

SO I'LL MOVE THROUGH THIS PRESENTATION FAIRLY QUICK IF WE CAN GET THE PRESENTATION CUED UP.

OKAY. WE TALKED ABOUT INCREASING THE START OF TEACHER PAY FROM 63 TO 64,000.

WE ALSO TALKED ABOUT IMPLEMENTING HB2, WHICH IS, THIS HAPPENED IN THE LAST STATE LEGISLATIVE SESSION.

TEACHERS YEARS ONE THROUGH FOUR RECEIVE A $2,500 RAISE, AND TEACHERS FIVE YEARS AND ABOVE RECEIVE A $5,000 RAISE.

AND THIS IS JUST FOR TEACHERS. WE LOOKED AT THAT.

WE LOOKED AT OUR PROJECTED FUND BALANCE FOR THIS UPCOMING SCHOOL YEAR, AND LOOKING AT A 26,615,200 DEFICIT.

THAT LEAVES US 4.6 MONTHS OPERATING EXPENSES.

WE COVERED THESE SCENARIOS LAST TIME, SO I DON'T WANT TO SPEND ANY TIME ON IT, BUT IT WAS A 2% RAISE, A 3% RAISE, A 4% RAISE. AND THE RAISES THAT WE'RE TALKING ABOUT ARE GEARED FOR EMPLOYEES OTHER THAN TEACHERS.

SO WE'RE NOT TALKING ABOUT TEACHER RAISES BECAUSE HB2 HAS SAID WHAT THE TEACHER RAISES ARE GOING TO BE.

SO THESE RAISES FOR ALL OTHER EMPLOYEES. AND SO WHAT WE ADDED WAS A STIPEND SCHEDULE.

WE'RE LOOKING AT GIVING ALL EMPLOYEES A STIPEND, EITHER A $2,000 STIPEND OR $2,500 STIPEND, OR A $3,000 STIPEND. WHAT THIS ALLOWS US TO DO IS IT GIVES US A YEAR TO KIND OF FIGURE OUT WHAT THE FUNDING FROM THE STATE IS GOING TO BE, HOW IT'S GOING TO IMPACT THE DISTRICTS BECAUSE OF SOME OF THE LEGISLATION THAT WAS PASSED.

BUT IT ALSO REWARDS OUR EMPLOYEES FOR THEIR DEDICATION AND THEIR HARD WORK.

THESE ARE THE THINGS THAT REMAIN THE SAME. WE CONTRIBUTE $400 TO THE EMPLOYEE HEALTH CARE BILINGUAL STIPEND.

WE'RE ALSO PROUD OF THE TIA FOR THE DISTRICT.

LAST TIME YOU ALL HEARD US DISCUSS THOSE TWO, THREE AND FOUR PERCENT OPTIONS AND AFTER DOING SOME MATH AND SOME CALCULATIONS, WE REALIZED THAT BY GOING A STIPEND ROUTE, WE ARE REWARDING ALL OF OUR OTHER STAFF WITH A HIGHER AMOUNT OF MONEY.

AND THAT'S IMPORTANT BECAUSE THE STATE IS SAYING THAT OUR TEACHERS ARE GETTING THESE RAISES AND THEY SHOULD.

AND AGAIN, IT SHOULD BE WAY MORE. BUT WE'RE AT THE STATE'S MERCY.

BUT WE WANT TO ALSO SHOW HOW MUCH WE VALUE ALL OF OUR OTHER STAFF.

AND SO THIS WAS THE WAY THAT WE COULD DO THAT AND GET THE MOST BANG FOR THE BUCK.

AND SO THIS ISN'T A, YOU KNOW, AN EASY DECISION BY ANY MEANS.

IT'S BEEN HARD. THERE'S BEEN A LOT OF BACK AND FORTH DISCUSSION ABOUT IT. BUT I THINK AT THE END OF THE DAY, WE LANDED ON A COMPENSATION PLAN THAT'S COMPETITIVE AND REWARDS OUR STAFF THAT WE BELIEVE ARE THE BEST IN THE METROPLEX AND IN THE STATE.

SO I'M EXCITED ABOUT THIS. I APPRECIATE YOU KNOW, HAVING THE MOTION SECONDED AND HOPEFULLY IT WILL PASS UNANIMOUSLY.

MADAM PRESIDENT, YES, THE THETHING I REALLY WANT A LOT OF PEOPLE TO UNDERSTAND IS THAT THIS COMPENSATION PLAN THAT'S BEING PRESENTED TONIGHT AND HOPEFULLY WILL PASS, LIKE MISS LILES SAID, BUT YOU GOT TO GO BACK A LITTLE BIT TOO, BECAUSE THE HISTORY OF NOT JUST GPISD, BUT ANY DISTRICT IS THAT EVERY YEAR WE DO OUR INSURANCE.

YOU KNOW, ROLLOUT FOR OUR EMPLOYEES. AND EVERY YEAR WITH THE INSURANCE ROLLOUT, BY THE TIME THEY GET THEIR RAISES, THERE IS NO RAISE THIS YEAR. THERE IS. NOW, I KNOW THERE'S SOME EXCEPTIONS TO THAT RULE, BUT VERY FEW, AND I KNOW THAT OF ALL OF OUR EMPLOYEES WERE ABLE TO GO UP INTO THEIR INSURANCE, MAKE IT A LITTLE HIGHER, A LITTLE, A LITTLE. THEY WERE ABLE TO CAPTURE MORE ITEMS THAN THEY WERE BEFORE.

SO THIS IS AN EXCITING TIME. I'M SO EXCITED FOR THE INSURANCE PACKAGE THAT WE GOT, AND THAT TONIGHT'S VOTE JUST GOES ON TOP OF THAT, WHERE I THINK WE'RE AND I APPRECIATE THIS BOARD, AND I APPRECIATE THE SUPERINTENDENT AND ALL THE OTHER ADMINISTRATORS GRADERS HERE THAT THINK THAT MUCH OF ALL OF OUR EMPLOYEES. BECAUSE YOU KNOW HOW WE FEEL.

ALL OF OUR EMPLOYEES ARE TEACHERS. YOU GET TAUGHT, NO MATTER WHERE YOU'RE AT ON THAT BUS OR IN THE CAFETERIA LINE OR WHERE WE'RE ALL TEACHERS. SO THANK YOU SO MUCH.

AS YOU ALL HAVE HEARD, WE ARE FRANTICALLY GOING THROUGH ALL OF THE 89TH LEGISLATIVE SESSION UPDATES WITH ALL THE BILLS AND LOCAL POLICIES THAT ARE BEING CREATED BY TODAY. I HAVE HEARD A RUMOR THAT IT COULD BE OVER 1500 PAGES OF TOTAL POLICY UPDATES BY THE TIME THEY'RE SAID AND DONE.

BUT TONIGHT, WE HAVE BEFORE YOU FOUR SEPARATE POLICIES THAT, UNDER THE NEW LAWS, HAVE TO BE ADOPTED BY SEPTEMBER 1ST.

THE GOOD NEWS FOR GRAND PRAIRIE ISD IS THESE POLICIES ARE ALREADY PRETTY MUCH IN EFFECT WITH OUR CURRENT PROCESSES AND PROCEDURES.

SO IT SHOULD BE A PRETTY SEAMLESS INFORMATION ITEM.

AND AGAIN TONIGHT, THIS IS JUST FOR INFORMATION. WE WILL BRING BACK THESE POLICIES ON AUGUST 14TH AT OUR REGULAR BOARD MEETING FOR THE BOARD TO VOTE.

SO THE FIRST TWO POLICIES THAT I'M GOING TO TALK ABOUT ARE FM AND FD LOCAL, AND THESE INVOLVE STUDENT PARTICIPATION IN UIL. GPISD CURRENTLY REQUIRES STUDENTS TO BE ENROLLED IN OUR SCHOOLS IN ORDER TO PARTICIPATE.

SO BY ADOPTING THESE CHANGES IN THE PROPOSED POLICY, IT'S GOING TO STATE THAT OUR CURRENT THAT YOU HAVE TO BE A CURRENT STUDENT, MEANING YOU'RE ENROLLED IN A GPISD SCHOOL IN ORDER TO PARTICIPATE IN UIL.

SO THIS IS GOING TO ENSURE THAT STUDENTS THAT ARE IN OUR SCHOOLS HAVE.

SO IT'S GOING TO ENSURE THAT STUDENTS ARE PART OF OUR SCHOOLS IN ORDER TO PARTICIPATE IN UIL, THAT YOU ARE SUBJECT TO THE SAME ACADEMIC ATTENDANCE, CONDUCT AND ELIGIBILITY STANDARDS THAT ARE REQUIRED BY GPISD.

SO BY ADOPTING THAT POLICY, YOU'RE GOING TO BE ENROLLED AS A STUDENT IN OUR DISTRICT.

THE SECOND POLICY THAT I'D LIKE TO TALK ABOUT IS THE EFB LOCAL, WHICH IS A SELECTION OF LIBRARY MATERIALS.

IN GPISD WE ARE SO FORTUNATE THAT WE HAVE AN ABSOLUTELY TREMENDOUS STUDENT, THE LIBRARY SERVICES DEPARTMENT.

THEY ARE SO PROACTIVE AND HAVE BEEN DOING SO MUCH WORK BEHIND THE SCENES FOR MANY YEARS, THAT WE ARE PRETTY MUCH IN A POSITION TO IMPLEMENT ALL OF THE PARTS OF SENATE BILL 13 WITH THE LIBRARY MATERIALS, FOR INSTANCE, THE ABILITY OF PARENTS TO BE ABLE TO GO AND LOOK AND SEE WHAT KIND OF BOOKS THAT THEIR STUDENTS ARE CHECKING OUT, AS WELL AS BEING ABLE TO SEE THE FULL LIBRARY CATALOG OF ALL OF THE BOOKS THAT ARE AVAILABLE IN OUR LIBRARIES CURRENTLY, THAT'S ALREADY ONLINE AND ALREADY IMPLEMENTED, AND PARENTS CAN SEE THAT, IN ADDITION, THE WAY THAT THE PRACTICE HAS WORKED IN THE PAST IS THE DISTRICT LIBRARY SERVICES DEPARTMENT, THEY WOULD BE THE FINAL APPROVAL FOR ANY MATERIAL THAT CAME INTO OUR LIBRARIES. SO THEY WERE THE ONES THAT LOOKED THROUGH ALL OF THE QUALIFICATIONS TO NUMBER ONE, MAKE SURE IT'S AGE APPROPRIATE, THAT IT MET SPECIFIC CONTENT STANDARDS AND THAT IT SUPPORTED THE DISTRICT'S INSTRUCTIONAL GOALS.

AND SO, AGAIN, THE DISTRICT LIBRARY SERVICE DEPARTMENT WAS THE FINAL APPROVAL.

THEY'RE THE ONES THAT LOOKED AND MADE SURE, YES, IT'S OKAY TO PUT THIS ACTUAL BOOK IN OUR LIBRARY.

SO THE PROPOSED POLICY THAT WE HAVE BEFORE YOU TONIGHT, IT'S GOING TO KEEP THAT CURRENT PRACTICE, AND IT'S GOING TO ALLOW OUR CERTIFIED LIBRARIANS TO BE THE ONES THAT GO AND REVIEW AND RECOMMEND THE BOOKS THAT WILL BE IN OUR LIBRARIES.

SO AGAIN, THAT'S JUST KEEPING WITH OUR CURRENT PRACTICES AND PROCEDURES THAT WE ALREADY HAVE.

AND THEN FINALLY, WE HAVE THE FNCE LOCAL, WHICH LAST YEAR THE BOARD TOOK ACTION TO GO AHEAD AND START IMPLEMENTING MOST OF THIS PART WITH OUR CELL PHONE POLICY. WELL, WHAT THE LEGISLATURE HAS DONE IS EXTENDED IT BEYOND CELL PHONES.

SO NOW THE LAW SAYS THAT PERSONAL COMMUNICATION DEVICES ARE NOT ALLOWED TO BE IN SCHOOLS.

SO WHAT THAT MEANS FOR GRAND PRAIRIE ISD IS WE'RE GOING TO TAKE OUR CELL PHONE PROHIBITION POLICY FROM LAST YEAR, AND WE'RE GOING TO EXPAND IT IN ORDER TO COMPLY WITH THE LAW.

AND LAST YEAR, WHAT THE BOARD VOTED TO PUT THE YONDR BAGS IN GRAND PRAIRIE HIGH SCHOOL AND THEN ALSO AT SOUTH GRAND PRAIRIE HIGH SCHOOL,

BUT ALL THE OTHER CAMPUSES HAD THE REQUIREMENT TO KEEP THEIR PHONES AWAY DURING THE SCHOOL DAY.

BUT NOW THAT THE TEXAS LAW REQUIRES EVERY PERSONAL DEVICE TO BE PUT AWAY, SO THAT'S NOW GOING TO NOT JUST INCLUDE CELL PHONES, WE'RE GOING TO TALK. IT'S GOING TO BE AIRPODS, THE GLASSES, ANY TYPE OF ELECTRONIC COMMUNICATION HAS TO BE PUT AWAY, STORED AND TURNED OFF DURING THE ENTIRE SCHOOL DAY.

SO THAT MEANS DURING LUNCHES DURING PASSING PERIODS ALL THROUGHOUT THE DAY.

THE DEVICE IS GOING TO BE ALLOWED TO BE WITH THE CHILD, BUT IT HAS TO BE STORED AND PUT AWAY, NOT JUST CELL PHONE DEVICES. SO IN ORDER TO COMPLY WITH THE LAW, THE POLICY BEFORE YOU SAYS STUDENTS BRING IT, PUT IT IN A BACKPACK, AND THOSE ARE GOING TO BE THE NEW LAWS.

I MEAN, IN ORDER FOR US TO COMPLY WITH THIS NEW LAW, COMMUNICATIONS IS PREPARED TO START SENDING OUT THIS INFORMATION TO PARENTS.

AND AT THE AUGUST 14TH BOARD MEETING, WE'RE GOING TO BRING THE STUDENT CODE OF CONDUCT BEFORE YOU TO BE APPROVED.

AND PART OF THAT WILL ALSO BE SOME OF THE CONSEQUENCES THAT ARE GOING TO GO ALONG WITH THE CELL PHONE AND PERSONAL DEVICE RESTRICTIONS AT THE SCHOOLS.

SO AGAIN GPISD HAS BEEN AHEAD OF THE GAME ON MOST OF THESE ISSUES.

IT'S JUST VERY FEW TWEAKS THAT WE HAVE TO MAKE IN ORDER TO PUT ALL OF THESE PRACTICES AND PROCEDURES INTO POLICY, AND I WOULD BE HAPPY TO ANSWER ANY QUESTIONS THAT YOU ALL MAY HAVE.

YES. JUST ONE QUICK QUESTION. ON THE TELECOMMUNICATIONS DEVICES, I WANT TO I WANT TO MAKE CLEAR WE'RE KEEPING THE YONDR POUCHES AT GRAND PRAIRIE HIGH AND SOUTH GRANDE PRAIRIE HIGH SCHOOL. THOSE AREN'T GOING AWAY. WE'RE STILL GOING TO HAVE THAT BE ENFORCED THERE. THIS IS JUST SAYING THAT NOW.

OKAY. SO THIS ACTUALLY I'M THINKING OF ANOTHER QUESTION. I HAD STUDENTS AT THOSE TWO COMPREHENSIVE HIGH SCHOOLS THAT HAVE A POUCH.

THEY WILL NOW BE REQUIRED TO POTENTIALLY PUT AN APPLE WATCH INTO THAT POUCH OR AIRPODS OR METAL GLASSES OR WHATEVER COMMUNICATION DEVICE THEY HAVE, IF IT WILL FIT, WILL HAVE TO BE IN THAT POUCH.
