THIS BLACK HISTORY MONTH ART PROJECT COMES TO US COURTESY OF TRAVIS WORLD LANGUAGE ACADEMY. THIS ART WAS A COLLABORATION OF PRE-K THROUGH FIFTH GRADE STUDENTS, AND IT WAS LED BY TRAVIS ART TEACHER JOHNNA PALMATIER.

THAT IS 17 FOOT LONG.

WE HAD TO MEASURE TO MAKE SURE IT WOULD FIT BETWEEN THE TWO COLUMNS OVER THERE, AND IT JUST BARELY FIT. BUT IT'S A BEAUTIFUL PIECE OF ARTWORK AND WE WANTED TO BE A PART OF THE MEETING TONIGHT. [APPLAUSE] AND BOARD, BEFORE I MOVE ON, I DO WANT TO LET YOU KNOW THAT NEXT MONTH, WE WILL COME TO YOU WITH A SPECIAL VIDEO HIGHLIGHTING THE WINNERS OF THE MARTIN LUTHER KING JR.

ALLSTATE IS THE HIGHEST HONOR A TEXAS MUSIC STUDENT CAN RECEIVE.

WE HAVE 11 GRAND PRAIRIE ISD STUDENTS WHO REPRESENT THE TOP TWO PERCENT OF HIGH SCHOOL MUSICIANS IN OUR STATE.

THEY HAVE JUST RETURNED FROM SAN ANTONIO, TEXAS, WHERE THEY PERFORM THIS PAST WEEKEND.

SO I'M GOING TO INTRODUCE THE ONES THAT WE HAVE WITH US TONIGHT, AND THEY'RE GOING TO GIVE YOU A SHORT PERFORMANCE A SHORT LITTLE, A LITTLE BIT A TASTE OF THEIR TALENT.

FROM SOUTH GRAND PRAIRIE HIGH SCHOOL IN THE ALLSTATE SYMPHONIC BAND, WE HAVE ANGEL CANALIS. HIS DIRECTORS ARE MICHELLE ROSS, BILLY LAIRD AND ALAN CHRZANOWSKI.

AND HE'S GOING TO GIVE YOU A BRIEF EXCERPT ON HIS CLARINET.

SFE AND GPISD CHILD NUTRITION SERVICES WERE ACKNOWLEDGED BY THE TEXAS DEPARTMENT OF AGRICULTURE FOR KEEPING OUR YOUTH ENGAGED IN HOW HOMEGROWN FOOD KEEPS THEM HEALTHY.

VERY NICE CERTIFICATE TO PASS ON FOR THEIR THANKS FOR PARTICIPATION IN THE PROGRAM AND A PIN THAT'S IN THIS BOX.

THE DEVELOPMENT, DESIGN AND POLICY [INAUDIBLE] OF THE AMERICAN INDIAN NATIVE STUDIES COURSE FOR THE TEXAS PUBLIC SCHOOLS.

THIS PAST WEEKEND, CTE STUDENTS COMPETED AT THE SKILLS USA DISTRICT SIX LEADERSHIP CONFERENCE IN WACO, AND THEY WON BIG.

GPISD BROUGHT HOME A TOTAL OF THREE HUNDRED AND FORTY ONE MEDALS.

THAT'S OVER HALF OF THE 603 TOTAL MEDALS AWARDED.

GPISD WAS REPRESENTED BY HUNDREDS OF MIDDLE AND HIGH SCHOOL STUDENTS ACROSS SIX CAMPUSES.

MANY OF THESE STUDENTS WILL GO ON TO COMPETE AT THE STATE SKILLS USA CONFERENCE, SO CONGRATULATIONS TO THESE STUDENTS AND THEIR ADVISORS.

YOU GET TO DO DIFFERENT THINGS LIKE EXPRESS WHAT YOU WANT TO DO WHEN YOU GROW UP.

I LOVE CTE AND I LOVE WHAT IT DOES.

IT'S JUST AN EXCITING TIME TO BE AT THE MIDDLE SCHOOL LEVEL.

THE BASIC USE OF TOOLS, IF THEY GO INTO ELECTRICAL, CARPENTRY, MASONRY, WHATEVER.

THEY'LL HAVE A FOUNDATION TO GET STARTED ON.

I ENJOY COMING IN HERE EVERY DAY BECAUSE I LIKE PARTICIPATING AND BUILDING STUFF.

WE TEACH HOW TO OWN THE CONSTRUCTION COMPANY.

I TEACH THESE STUDENTS THE THE BUSINESS SIDE OF ANY TRADE THAT'S GOING ON.

BUT I LEARNED SO MUCH ABOUT HOW TO MANAGE AND ORGANIZE AND KEEP A BUSINESS GOING.

AND I THINK IN THE FUTURE, FROM LEARNING ABOUT THIS, I MIGHT MAKE A BUSINESS ON MY OWN.

IT IS EXCITING TO SEE THE GROWTH IN STUDENTS AS THEY WORK ON THEIR PROJECTS AND THE RESEARCH DEVELOPMENT AND THEN THE PRESENTATION.

WHEN I LEARNED DUBISKI OFFERED AN AVIATION PROGRAM, I KNEW IMMEDIATELY THAT'S WHERE I WANTED TO GO. AND NEXT YEAR, I'LL BE ATTENDING STANFORD UNIVERSITY FOR THEIR AEROSPACE PROGRAM. WHAT SETS OUR PATHWAY APART WAS THAT WE PARTNERED WITH A LOT OF INDUSTRY PROFESSIONALS TO GET OUR STUDENTS REAL WORLD EXPERIENCE.

WE PRIDE OURSELVES ON PREPARING STUDENTS FOR AN EVER CHANGING, EVER GROWING WORKFORCE.

GRAND PRAIRIE ISD CTE IS MOVING EDUCATION FORWARD.

[APPLAUSE] OK. THE GPISD COUNSELING SERVICES DEPARTMENT IS COMING OFF OF NATIONAL SCHOOL COUNSELOR APPRECIATION WEEK, FEBRUARY 7TH THROUGH THE 11TH.

THIS YEAR'S THEME WAS BETTER TOGETHER.

THIS WEEK WAS FILLED WITH ACTIVITIES, PHOTO CHALLENGES AND INSTAGRAM TAKEOVERS, WITH THE HIGHLIGHT OF THE WEEK COMING AT LAST WEEK'S CITY COUNCIL MEETING, WHERE THE GROUP WAS PRESENTED WITH A PROCLAMATION SIGNED BY MAYOR JENSEN.

BUT IN ADDITION TO THAT, WE WOULD LIKE TO CONGRATULATE THE COUNSELING TEAM AT YOUNG MEN'S LEADERSHIP ACADEMY THAT WON A LONE STAR GOLD AWARD AND DELMAS F.

MORTON ELEMENTARY AND JACQUELYN SOLIS FOR EACH BRINGING HOME A LONE STAR BRONZE AWARD, ALL FROM THIS YEAR'S LONE STAR STATE SCHOOL COUNSELORS CONFERENCE.

SO WE'D LIKE TO BRING THEM FORWARD, BUT WE WANT TO RECOGNIZE ALL OF OUR COUNSELORS THAT ARE HERE BECAUSE THEY ALWAYS COME OUT.

THIS IS A PEER BASED AWARD THAT RECOGNIZES PRINCIPALS FOR THEIR COMMITMENT TO STUDENT LEARNING, AS EVIDENCED BY EXCEPTIONAL SCHOOL LEADERSHIP AND THEIR OUTSTANDING SERVICE TO THE ASSOCIATION.

THEN I GO TO STUDENT DATA AND THEN WE TALK ABOUT PROGRAMS AND OPERATIONS.

SO I'M GOING TO START TODAY WITH THESE PICTURES.

SO IT'S NO SECRET THAT WE HAD A TERRIBLE WEATHER EVENT THAT TOOK PLACE THURSDAY AND FRIDAY. BUT I HAVE TO GIVE KUDOS TO CUSTODIAL MANAGER CHRISTINA HERNANDEZ.

CHRISTINA CAME IN ON SUNDAY AND REALIZED ON THE NORTH SIDE OF MANY OF OUR BUILDINGS, IT WAS DANGEROUS. THERE WAS ICE, THERE WAS SNOW.

THERE WAS ALL OF THE THINGS THAT COULD HAVE CAUSED INJURY AND JUST WOULD HAVE NOT CREATED A SAFE ENVIRONMENT.

WE HAD MANY EMPLOYEES THAT CAME IN TO GET THIS DONE.

THEY WORKED THROUGH THE NIGHT INTO THE MORNING TO MAKE SURE THAT WE HAD SAFE SCHOOL OPENING ON MONDAY MORNING.

SO TO CUSTODIAL MANAGER CHRISTINA HERNANDEZ AND HER TEAM, THANK YOU SO MUCH FOR THE WORK THAT YOU DO. [APPLAUSE] ANOTHER GREAT THING THIS PAST WEEK WE GOT NEWS FROM THE TEXAS EDUCATION AGENCY.

EACH YEAR, THEY IDENTIFY SOME SPECIFIC SCHOOLS TO BE NOMINATED AS NATIONAL BLUE RIBBON SCHOOLS. THIS YEAR, 13 SCHOOLS ACROSS THE STATE OF TEXAS, 13 ACROSS TEXAS WERE NOMINATED TO BE AN EXEMPLARY HIGH PERFORMANCE CAMPUS GRAND PRAIRIE COLLEGIATE ACADEMY.

CONGRATULATIONS. [APPLAUSE] AND THIS IS JUST A FUN PICTURE.

ALL OF THE PEOPLE IN THE AUDIENCE, AND I HOPE PEOPLE THAT ARE WATCHING KNOW THAT WE ARE BACK IN GREAT THINGS ARE HAPPENING.

AND THIS WAS JUST ONE OF THE THINGS I COULD HAVE PULLED ANY PICTURE, BUT THIS IS ONE OF THE PLAYS THAT TOOK PLACE AT SOUTH GRAND PRAIRIE HIGH SCHOOL.

IT HAD STUDENTS FROM AGE THREE THROUGH 12TH GRADE, AND IT WAS A LOT OF FUN, GREAT JOB AS OUR ALL OF OUR PRODUCTIONS.

SO I JUST WANTED TO SHARE THAT.

HIGH SCHOOL LEVEL. AND IF THEY ARE PROFICIENT ON THOSE TESTS, THEY GET HIGH SCHOOL CREDIT AS A FIFTH GRADER.

SO WHAT THIS DATA, WE HAD A TOTAL OF SIX HUNDRED AND FIVE STUDENTS WHO WERE EITHER IN ONE WAY OR TWO WAY DUAL LANGUAGE CLASS THAT SAT FOR THE TEST.

OF THOSE 605, FIFTY EIGHT PERCENT OF THEM RECEIVED HIGH SCHOOL SPANISH CREDIT.

ALL RIGHT. THIRTY FIVE PERCENT OF THEM RECEIVED SPANISH 1 SPANISH 2 AND SPANISH 3.

[APPLAUSE] SO THEY'RE IN THE FIFTH GRADE I WANTED TO SHARE THAT WITH YOU.

ALSO WANT TO LET YOU KNOW WE DO MIDDLE OF THE YEAR WRITING AND WE DO THEIR ARD DEVELOPMENTAL READING ASSESSMENTS.

THIS SLIDE IS BASICALLY TO LET YOU KNOW THE GROWTH.

SO IS IT A STRUGGLE? IT IS A STRUGGLE, A STRUGGLE FOR OUR STUDENTS.

IT'S A STRUGGLE FOR OUR STAFF, BUT WE ARE SEEING GROWTH.

SO WHAT I WANT YOU TO SEE AT THE BEGINNING OF THE YEAR ON OUR WRITING SAMPLES AGAIN, OUR WRITING SAMPLES ARE EVALUATED BASED ON A DIAGNOSTIC TOOL THAT THAT IS PROVIDED TO OUR TEACHERS FOR SCORING.

SO WE WENT FROM THE BEGINNING OF THE YEAR TO THE MIDDLE OF THE YEAR FROM 55 TO 71 PERCENT. AND ON OUR READING, WHICH WE ALL KNOW READING IS THE FOUNDATION OF THE GATEWAY FOR EVERYTHING ELSE.

AND SO OUR CONCENTRATION THIS YEAR IS GROWTH, GETTING BACK WHAT STUDENTS HAVE LOST.

AND SO I'M VERY PROUD OF THE GROWTH IN OUR READING ASSESSMENTS AS WELL FROM OUR BEGINNING OF THE YEAR, 39 PERCENT TO 44 PERCENT.

ALL RIGHT. AND THEN MOVING ON, THIS IS OUR QUARTER 2 ASSESSMENTS.

WE GIVE THIS THREE TIMES A YEAR AT ELEMENTARY AND MIDDLE [INAUDIBLE] ELEMENTARY AND FOUR TIMES A YEAR IN SECONDARY.

AND SO YOU SEE HERE, WHEN WE DO OUR ASSESSMENTS, WE CALIBRATE THEM AS THOUGH THEY WERE A STAAR TEST. THEY ARE DIFFICULT TESTS.

THEY ARE TESTED OVER CURRENT NINE WEEKS SE'S AND ANY PRIOR SE THAT COULD HAVE BEEN TAUGHT. AND ESPECIALLY IF WE SAW THAT THERE WAS SOMETHING THAT INTENTIONALLY NEEDED TO BE RETAUGHT, IT'S THERE AS WELL.

SO ELEMENTARY ASSESSES READING, MATH AND SCIENCE.

SECONDARY ASSESS READING, MATH, SCIENCE AND SOCIAL STUDIES.

AND THERE'S IF WE WERE CALIBRATING TO A STAAR SCORE, THAT'S OUR SECOND QUARTER ASSESSMENTS . BOARD OF TRUSTEES YOU HAVE MORE INFORMATION IN YOUR PACKET ABOUT THAT, BUT I WANTED TO SHARE.

ALL RIGHT NOW WE'RE GOING TO GO TO THE PART CALLED WE'LL GET YOU THERE.

I SIMPLY WANT TO SHOW THAT NUMBER FOUR THOUSAND FIVE HUNDRED AND NINETY EIGHT STUDENTS SAFELY TRANSPORTED DAILY.

IT IS A HUGE ENDEAVOR, AND EVEN THOUGH AND I KNOW THAT YOU PROBABLY SAW YOU'VE SEEN THROUGHOUT THE YEAR, STAFFING HAS BEEN SHORT EVERYWHERE, BUT I'VE SEEN IN THE MORNING NEWS DISTRICTS THAT ARE SAYING ROUTES ARE RUNNING LATE.

ROUTES WERE RUNNING LATE. OUR ROUTERS, OUR MECHANICS, ANYONE WHO HAD A CDL AND WAS QUALIFIED OR THEY WERE IN THOSE BUSSES.

AND IF YOU WEREN'T QUALIFIED, YOU WERE ON THERE AS A MONITOR.

AND TYPICALLY, WE MISS ABOUT 10 BUS DRIVERS A DAY.

BUT WE'RE STILL GETTING OUR KIDS TO SCHOOL SAFELY AND WE'RE STILL GETTING THERE ON TIME.

AND I APPRECIATE OUR TRANSPORTATION DEPARTMENT, SO I WANTED TO SHARE THAT WITH YOU.

WE'VE PRODUCED THREE HUNDRED AND THIRTY CTSO STATE QUALIFIERS AND HAVE HAD SEVEN HUNDRED TWENTY STUDENT INTERNS WITH 84 DIFFERENT COMMUNITY BUSINESS PARTNERS.

ANNUALLY TEA PRODUCES THE TEXAS ACADEMIC PERFORMANCE REPORT, BUT NOTHING I CAN PRESENT STANDS OR HOLDS A CANDLE TO THE EXCELLENCE AND THE PERFORMANCE REPORTING THAT YOU'VE ALREADY SEEN THIS EVENING.

IN YOUR PACKETS YOU RECEIVED A COPY OF THE DISTRICT REPORT AND A COPY OF THE TAPR REPORT FOR EACH OF OUR CAMPUSES, YOU MAY HAVE COMBED THROUGH ALL NINE HUNDRED AND I THINK IT WAS 36 PAGES THIS YEAR, BUT WE WANTED TO TO OFFER THIS OPPORTUNITY TO HOLD A PUBLIC HEARING TO SHARE SOME OF THE INFORMATION.

JUST A SMALL TIDBIT OF THE INFORMATION THAT IS IN THE TAPR HEARING, EXCUSE ME, IN THE TAPR REPORT. IN THE TAPR REPORT, THERE ARE MULTIPLE SECTIONS AND MULTIPLE PIECES OF DATA, AND WHAT IS TYPICALLY ONE OF THE LARGEST SECTIONS IS THE STAAR DATA THAT'S IN THERE.

BUT IF YOU'LL RECALL WE PRESENTED SOME OF OUR PRELIMINARY STAAR DATA BACK IN JUNE, AND THE ONE THING THAT WE HONED IN ON IS DURING THE YEAR 2020-2021 WAS WHAT WE'RE CALLING, WHAT WE'RE PROCLAIMING IS THE YEAR THE ASTERISK BECAUSE WE DIDN'T HAVE ALL OF OUR STUDENTS TEST WITH US TO COMPARE OUR PERFORMANCE TO THE STATE.

IT'S NOT EQUITABLE.

WE DIDN'T HAVE ALL OF OUR STUDENTS IN OUR BUILDINGS ALL YEAR.

AND SO REFLECTING ON THAT DATA WITH ANY KIND OF A COMPARISON TO PRIOR YEAR'S COMPARISON TO THE STATE NORMALLY MAKES SENSE.

BUT IN THIS ONE INSTANCE, IT REALLY DOESN'T.

BUT WHAT WE WANTED TO FOCUS ON IS WHAT DOES MAKE SENSE TO LOOK AT COMPARISONS, TO LOOK AT TRENDS, TO LOOK AT WHERE WE ARE.

AND SO THE NEXT SECTION THAT THE TAPR REPORT MOVES INTO IS OUR GRADUATION RATES, AND IT ALWAYS EXCITES ME TO LOOK AT THESE SECTIONS AND TO LOOK AT WHAT OUR STUDENTS ARE ACCOMPLISHING. SO ONE THING THAT I WANT TO REMIND YOU IS BECAUSE OF THE REPORTING CYCLES,

OUR GRADUATION RATES, WE'RE ON REALLY ALMOST TWO YEARS BEHIND.

AND SO THE MOST RECENT DATA THAT TEA HAS PUBLISHED IS THE CLASS OF 2020.

BUT WE LOOK AT WHERE WE HAVE BEEN AND WHERE WE ARE NOW, AND THE BIGGEST CELEBRATION WITH OUR STUDENTS IS NOT JUST THAT WE HAVE MORE THAN NINE OUT OF 10 OF OUR STUDENTS THAT START NINTH GRADE GRADUATE WITHIN FOUR YEARS.

BUT WE LOOK AT THE EQUITABLE OPPORTUNITIES THAT ARE BEING AFFORDED FOR OUR DISTRICTS AND FOR OUR STUDENTS ACROSS THE DISTRICT AND HOW THOSE NEEDS ARE BEING MET IN AN EQUITABLE MANNER. AND SO THIS SHOWS A MULTI-YEAR TREND.

BUT IF YOU JUST COMPARE WHERE GRAND PRAIRIE ISD IS COMPARED TO THE STATE, WHEN YOU LOOK AT THE CLASS OF 2020, NOT ONLY DID WE HAVE A HIGHER GRADUATION RATE THAN THE STATE, BUT WHEN YOU LOOK AT THE OPPORTUNITIES THAT ARE BEING AFFORDED MORE EQUITABLY ACROSS THE BOARD FOR OUR STUDENTS, WE ARE EXCELLING ACROSS THE STATE.

EXCUSE ME MORE SO THAN THAN THE STATE.

BUT IN GRAND PRAIRIE ISD, SIMPLY GETTING A HIGH SCHOOL DIPLOMA IN THE HANDS OF OUR STUDENTS IS NOT ENOUGH.

WE KNOW THAT THIS IS JUST THE BEGINNING OF THE JOURNEY OF THEIR LIVES.

AND SO WE WANT TO MAKE SURE THAT WE'RE LAYING A SOLID FOUNDATION BEFORE THEY LEAVE US.

SO WE DON'T JUST LOOK AT, ARE WE GETTING THEM GRADUATED? BUT ARE WE MAKING SURE THAT THEY'RE GRADUATING WITH THAT SOLID FOUNDATION? SO ANOTHER PIECE OF DATA THAT, TEA REPORTS, IS WHAT PERCENTAGE OF OUR GRADUATES ARE GRADUATING WITH AN ADVANCED DIPLOMA? AND WHAT THAT MEANS IS WE HAVE THE FOUNDATION PROGRAM, WHICH IS ESSENTIALLY THE MINIMUM STANDARD. IT USED TO BE THE MINIMUM PLAN.

NOW IT'S THE FOUNDATION PLAN, AND THEN WE HAVE OPPORTUNITIES FOR OUR STUDENTS TO EARN ENDORSEMENTS. THEY CAN EARN ONE OR MULTIPLE ENDORSEMENTS OR A DISTINGUISHED LEVEL OF ACHIEVEMENT. AND SO IN THE CLASS OF 2020, WE HAD 93 PERCENT OF OUR GRADUATES GRADUATE WITH AN ENDORSEMENT OR THAT DISTINGUISHED LEVEL OF ACHIEVEMENT.

SO WE ARE NOT MAKING.

WE ARE ENSURING THAT OUR STUDENTS ARE NOT WALKING AWAY WITH SIMPLY THAT MINIMUM STANDARD, BUT MAKING SURE THAT WE'RE SETTING THAT PATHWAY FOR THEM MOVING FORWARD.

AND THEN THE LAST MOST CLUSTER OF BARS ON THIS CHART REPRESENTS WHERE WE WERE WITH CLASS OF 2019. SO WE'RE TRENDING IN THE RIGHT DIRECTION WITH THOSE STUDENTS.

AND AGAIN, LOOKING AT THE MINIMIZATION OF THOSE PERFORMANCE GAPS AMONG THOSE STUDENT GROUPS SHOWS THAT THAT WE'RE ENSURING THAT WE HAVE OPPORTUNITIES FOR ALL OF OUR STUDENTS.

AND AGAIN, WE WANT TO LOOK AT WHERE THAT FAIR, WHERE WE FAIR RELATIVE TO THE STATE.

OUR GRADUATION RATE WAS ONE.

THERE WAS ONE PERCENTAGE POINT DIFFERENCE.

WE WERE ONE POINT AHEAD, IF YOU WILL, OF THE STATE ON OUR GRADUATION RATE.

BUT WHEN YOU LOOK AT THOSE ADVANCED DIPLOMAS, THERE'S A FIVE PERCENTAGE POINT GAP, WE ARE CLEARLY LAYING A MORE SOLID FOUNDATION IN GRAND PRAIRIE ISD THAN THE REST OF THE STATE.

WE'VE KNOWN THAT WE'RE TRAILBLAZERS.

SOMEONE SAID EARLIER THAT OUR CTE PROGRAM HAS BEEN TRAILBLAZING.

WE'RE TRAILBLAZING ACROSS THE BOARD, MAKING SURE THAT THAT FOUNDATION IS SOLID MOVING FORWARD FOR OUR STUDENTS.

BUT AN ENDORSEMENT AND A DISTINGUISHED LEVEL ACHIEVEMENT ALONE IS STILL NOT GOOD ENOUGH IN GRAND PRAIRIE ISD.

SO WE WANT TO MAKE SURE THAT THAT FOUNDATION IS EVEN MORE STRONG, THAT THAT FOUNDATION IS EVEN MORE SOLID.

WHEN YOU LOOK AT OUR STUDENTS THAT ARE GRADUATING, MEETING COLLEGE READINESS INDICATORS.

WE ARE AT 47 PERCENT OF OUR GRADUATES.

WE KNOW THAT'S NOT GOOD ENOUGH.

WE'RE WORKING TO GET THAT UP.

BUT WHAT I WANT TO SHOW YOU IS THE INCREASE OVER THE CLASS OF 2019 AND HOW WE ARE TRENDING IN THE RIGHT DIRECTION.

AND PART OF THAT COLLEGE READINESS INDICATOR.

LET ME BACK UP. EXCUSE ME, WHEN WE TALK ABOUT BEING A COLLEGE READY GRADUATE, THERE ARE FOUR CRITERIA UNDER WHICH THE STUDENTS FALL.

THIS IS MEETING THE TEXAS SUCCESS INITIATIVE CRITERIA, WHICH IS ESSENTIALLY MEETING A BENCHMARK SCORE ON THE SAT, THE ACT OR THE TSI ASSESSMENT.

ANOTHER WAY IS THE STUDENTS SCORE THREE OR HIGHER ON AN AP EXAM, WHICH EARNS THEM COLLEGE CREDIT. ALSO EARNING COLLEGE CREDIT VIA DUAL CREDIT OR ONRAMPS DUAL ENROLLMENT COURSES IS ANOTHER WAY. AND THEN, OF COURSE, EARNING AN ASSOCIATE'S DEGREE IS HOW.

AND SO WE'RE OPENING THOSE DOORS AND CREATING MORE OPPORTUNITIES FOR OUR STUDENTS.

IF WE HONE IN SPECIFICALLY ON OUR STUDENTS WHO ARE EARNING COLLEGE CREDIT THROUGH DUAL CREDIT OR ONRAMPS WE HAD IN CLASS OF 2019 21 PERCENT, APPROXIMATELY ONE IN EVERY FIVE STUDENTS WERE LEAVING WITH A COLLEGE TRANSCRIPT WITH COLLEGE HOURS ON IT, YOU FAST FORWARD TO THE CLASS OF 2020 AND IT'S MORE THAN ONE IN EVERY THREE STUDENTS WHO ARE

WALKING AWAY WITH COLLEGE CREDIT WITH THAT TRANSCRIPT THAT READS THAT, THEY ALREADY HAVE THOSE HOURS, THEY ALREADY HAVE THAT JUMP START AND THE HEAD START MOVING FORWARD.

JUST TO GIVE YOU A LITTLE BIT OF A PERSPECTIVE, IT WAS THIRTY FOUR 33.5 ROUNDS UP TO THIRTY FOUR. YOU LOOK AT THE STATES PERCENTAGE, WHICH IS SITTING AT 26 PERCENT AND THEN LOOKING AT AMONG OUR STUDENT GROUPS THOSE GAPS.

WE KNOW THAT THIS IS AN AREA WHERE WE'RE CREATING MORE EQUITABLE OPPORTUNITIES TO GET MORE OF OUR STUDENTS IN THOSE ADVANCED COURSE OPPORTUNITIES IN THOSE DUAL CREDIT.

BUT AGAIN, COMPARING WHERE WE ARE WITH THE STATE WE ARE DEFINITELY CLOSING THE GAP MUCH FASTER. I DO WANT TO POINT OUT DR.

ALEXANDER AND DR.

HERRON WOULD NOT LET ME WALK OUT OF THE ROOM.

I DIDN'T PUT IT ON A SLIDE TO POINT OUT, BUT I WILL SAY 16 PERCENT OF OUR STUDENTS EARNED THOSE DUAL CREDIT OR DUAL ENROLLMENT HOURS VIA OUR ONRAMPS PROGRAM, WHICH IS A DUAL ENROLLMENT OPPORTUNITY IN PARTNERSHIP WITH THE UNIVERSITY OF TEXAS.

WE HAVE 16 PERCENT OF OUR STUDENTS.

ALL THAT TO SAY, ONE IN SIX OF OUR GRADUATES ARE WALKING OUT OF HERE WITH A TRANSCRIPT FROM UNIVERSITY OF TEXAS THAT HAS COLLEGE HOURS ON IT.

AND EACH PHASE.

THANK YOU. EACH PHASE WAS VETTED BY OUR M&O DEPARTMENT, OUR HVAC TEAM AND OUR ELECTRICAL ENGINEER, OUR ENGINEER, OUR MECHANICAL ENGINEER OF RECORD, A CONSULTING GROUP.

SO IT WAS AND THEN OF COURSE, EVERYTHING WAS BROUGHT TOGETHER BY OUR BUSINESS OFFICE AND OUR PURCHASING DEPARTMENT.

SO AS YOU SEE HERE ON OCTOBER 18TH, PURCHASING REQUESTED QUOTES FROM OUR VENDORS, THE 21ST, WE ONLY HAD ONE BID RESPONSE SERVICES WERE PROCURED THROUGH OUR BUY BOARD PURCHASING CO-OP.

AND ONE OF THE THINGS WE DTERMINED WHEN WE GOT INTO THIS IS THAT WE COULD PROBABLY DO THIS IN HOUSE RATHER THAN HAVE A CONTRACTOR DO THE WORK.

SO WE KNOW THAT WE'RE GOING TO BE SAVING SOME DOLLARS THERE.

THE WORK IS, AS I SAID, IS GOING TO BE DONE IN HOUSE.

ON 1-10 OF 2022 WE DID HIRE ONE HVAC CONTROL WITH ESSER FUNDS, NOT WITH GENERAL FUNDS.

AND THEN ON 11-11-2021, THE BOARD APPROVED THE INSTALLATION OF THE UNITS.

PHASE TWO. WE'VE GOT BIPOLAR IONIZATION.

THIS IS MAKING HEADLINES IN A LOT OF DISTRICTS.

THIS IS NOT NECESSARILY AN OLD TECHNOLOGY.

IT'S BEEN USED MANY FOR MANY DECADES IN HOSPITALS, IN RESEARCH AREAS, AT DOCTOR'S OFFICES FOR THOSE YOU KNOW, THEY HAVE TO HAVE CLEANER ENVIRONMENTS.

SO WE'RE LOOKING AT IT FOR CLASSROOM AND REALLY THROUGHOUT THE DISTRICT IN EVERY OFFICE.

THE DELIVERY METHOD WE USED, YOU CAN SEE ON 12-13-2021 WAS THE COMPETITIVE SEALED PROPOSAL, OR CSP, FOR 2,500 UNITS DISTRICT-WIDE.

AND I JUST WANT TO FOOTNOTE THIS THAT EARLIER IN IN THE FALL, WE HAD DONE AN ASSESSMENT OF JUST HOW MANY WE HAD AND WE CAME UP WITH 2,800.

SO THE DIFFERENCE IS WE HAD A DUPLICATION OF SOME SCHOOLS, AND I'LL GIVE YOU AN EXAMPLE.

GRAND PRAIRIE COLLEGIATE INSTITUTE, WE ALSO HAD HOUSTON, AND THOSE ARE DUPLICATIONS.

SO WHEN WE CLEANED ALL THAT UP, WE CAME OUT WITH 2,500 UNITS.

SO THAT'S THE NUMBER YOU'RE GOING TO SEE ON THE ACTION ITEM THAT FOLLOWS THIS PRESENTATION. JANUARY 18TH, YOU CAN SEE THAT WE RECEIVED FOUR VENDORS.

WE RECEIVED BID SUBMISSIONS FROM FOUR VENDORS AND THEN ON 1-24-2022 PURCHASING REQUESTED THE BEST AND FINAL OFFER FROM THE FOUR VENDORS BECAUSE WE HAD SUCH CLOSE PRICING.

AND THAT'S THE THING YOU WANT WHEN YOU HAVE A CSP, YOU WANT TO GET THAT COMPETITIVE PRICING, WHICH WE GOT.

ON 1-27-2022 WE RECEIVED THE FINAL BIDS AND THEN THOSE WERE OPEN AND THEN THEY WERE FORWARDED TO OUR EVALUATION COMMITTEE, OUR EVALUATION COMMITTEE, COMPRISED MAINTENANCE AND OPERATIONS AND OUR ENGINEER OF RECORD.

AND THEN THEY MADE THE RECOMMENDATION TO MYSELF AND THEN WE FORWARDED ON TO PURCHASING.

AND THEN WE'RE UP TO THIS DATE WHERE WE HAVE THIS FOR BOARD APPROVAL THIS EVENING.

BEFORE I GO TO PHASE THREE, LET ME JUST ALSO SAY THAT AGAIN, I SAID I WOULD TALK A LITTLE BIT ABOUT BIPOLAR ON THE NEXT FEW SLIDES AND IT'S A COUPLE OF SLIDES OVER.

TYPICALLY, YOU WANT TO HAVE AIR CONDITIONING, YOU WANT TO HAVE HVAC SYSTEMS HEATING, VENTILATION, AIR CONDITIONING SYSTEMS REPLACED EVERY 25 YEARS, AND THAT'S IF YOU HAVE A ROBUST PREVENTIVE MAINTENANCE PROGRAM.

YOU CAN SEE ON 118, WE HAD TWO VENDORS RESPOND WITH THEIR BID SUBMITTALS AND THEN AGAIN

WHAT THEY DO IS THEY EMIT IONS INTO THE CLASSROOM.

YOU CAN'T FEEL THEM. YOU CAN'T SEE THEM.

CDC GIVES A REQUIREMENT OF SO MUCH OUTSIDE AIR THAT HAS TO BE INTRODUCED INTO THEIR SYSTEM. BUT WHAT THAT DOES IS ON A SUMMER DAY OR IN THE SPRING, IT CAN CREATE A REAL HUMID ENVIRONMENT. AND THAT'S NOT VERY, YOU KNOW, IT'S JUST NOT VERY CONDUCIVE FOR LEARNING. AND THIS IS JUST A PICTURE OF A HVAC UNIT.

A LOT OF THE MAJORITY OF OUR UNITS ARE ON ROOF, SO WE REFER TO THEM AS ROOFTOP UNITS.

AND THE ONLY WAY THAT THEY CAN BE REMOVED IS BY HOISTING THROUGH WITH A CRANE OR BY SOMETIMES BY HELICOPTER.

BUT THIS IS JUST IT WAS DONE THIS PAST YEAR AT ONE OF OUR SCHOOLS.

AND I WILL ENTERTAIN ANY QUESTIONS THAT THE BOARD MAY HAVE.

I WOULD LIKE TO ALSO SAY THAT WE DID A TEST AT GARNER ELEMENTARY SCHOOL.

WE GOT A CALL. THERE WERE SOME ISSUES, SO WE THOUGHT, WELL LET'S TRY THIS AS A TEST SCHOOL, AND IT REALLY MADE A DIFFERENCE.

APPROXIMATELY TWENTY SEVEN PERCENT SURVEYED HAVE CONSIDERED LEAVING EDUCATION, TAKING A LEAVE OF ABSENCE OR EVEN RETIRING.

FRONTLINE EDUCATION IN THE IN THE FALL.

JUST THIS PAST FALL SURVEYED ONE THOUSAND ONE HUNDRED AND EIGHTY SCHOOL DISTRICTS ACROSS 50 STATES AND OVER 800 SCHOOL DISTRICTS RESPONDED.

SEVENTY THREE PERCENT OF THE LARGE AND SEVENTY FIVE PERCENT OF THE MID-SIZED DISTRICT ALL HAD GREATER THAN NORMAL TEACHER SHORTAGES.

THOSE SHORTAGES WITHIN THAT SEVENTY ONE PERCENT FALL INTO VERY FAMILIAR AREAS TO US SPECIAL EDUCATION, SECONDARY MATH AND SCIENCE.

THOSE ARE, AS YOU KNOW, CRITICAL SHORTAGE AREAS IN THE STATE OF TEXAS AND THEN SUBSTITUTES WAS ON THAT LIST.

AND HERE IN GRAND PRAIRIE, OUR EXPERIENCE HAS BEEN VIRTUALLY IDENTICAL TO THAT.

OF COURSE, WE WOULD ALSO ADD BILINGUAL TO THAT LIST BECAUSE OF THE EFFORTS OF THIS BOARD IN YOUR COMMITMENT TO OUR STAFF.

WE CAN HIGHLIGHT SOME POSITIVES AS WHERE WE STAND AT THE BEGINNING OF THIS YEAR 21-22.

WE STARTED THE YEAR IN THE TOP SEVEN OF TEACHER PAY ACROSS THE BENCHMARK YEARS.

THE AVERAGE TEACHER PAY WAS JUST RIGHT UNDER SIXTY ONE THOUSAND DOLLARS.

WE HAD SEVENTY SEVEN PERCENT RETENTION RATE WITH OUR TEACHERS AND WE'VE INCREASED OUR TEACHING AND STAFF DIVERSITY FIFTY FIVE PERCENT AND SIXTY FIVE PERCENT, RESPECTIVELY.

WHAT WE WEREN'T HAPPY WITH IS THAT WE DID START THE YEAR WITH THE NUMBER OF VACANCIES AND WE HAD TO HIRE 300 NEW HIRES, WHICH OBVIOUSLY WASN'T ENOUGH TO FILL THOSE VACANCIES, BUT WE WERE FORTUNATE TO HAVE OF THOSE NEW HIRES FIFTY SEVEN PERCENT OF THOSE HAD AT LEAST SOME EXPERIENCE.

THEY CAME TO US WITH EXPERIENCE.

SO WE KNOW WE HAVE PROBLEMS AND WE KNOW KIND OF WHERE WE STAND RIGHT NOW.

BUT THEIR CHALLENGES STILL AHEAD FOR RECRUITMENT AND RETENTION, BOTH NATIONALLY AND LOCALLY. SO WHAT ARE WE GOING TO DO TO ATTRACT AND RETAIN THE VERY BEST? WELL, ONE THING WE KNOW WE HAVE TO THINK DIFFERENTLY AND WE HAVE TO STAY AHEAD OF OUR COMPETITION AND STAY OUTSIDE OF THAT TRADITIONAL BOX SO THAT WE CAN MAXIMIZE OUR REACH AND OUR IMPACT.

IF WE TALK ABOUT STRATEGIES, WE'VE ALREADY STARTED AT THE BEGINNING OF THIS YEAR IN PARTNERSHIP WITH OUR OUTSTANDING COMMUNICATIONS TEAM, AND WE ARE FINALIZING A CAREERS LANDING PAGE WHERE POTENTIAL CANDIDATES CAN COME TO THE WEBSITE AND DO THEIR SEARCHING AND FIND THE WONDERFUL THINGS THAT ARE OFFERED IN GRAND PRAIRIE BENEFITS AND ATTRACTIONS THAT WOULD ENTICE THEM TO COME AND WORK FOR OUR DISTRICT.

I REALLY DON'T KNOW HOW TO EMPHASIZE ENOUGH WHAT THIS YEAR HAS BEEN LIKE PERSONALLY AND PROFESSIONALLY. IT SEEMS LIKE EVERYONE HAS LOST SOMEONE THAT THEY LOVE AND A FAMILY MEMBER. I MYSELF HAVE LOST FOUR FAMILY MEMBERS IN THE LAST 10 MONTHS, INCLUDING MY DAD, IN JANUARY. NEEDLESS TO SAY, THIS MEANT TAKING PERSONAL DAYS OFF, SPENDING TIME WITH PASSING FAMILY MEMBERS AND THEN ATTENDING SERVICES.

OUR BEREAVEMENT POLICY IS FOR THAT IS FOR A DEATH IN AN IMMEDIATE FAMILY NOT TO SEE FIVE DAYS PER OCCURRENCE.

THESE DAYS, FIVE DAYS ARE EMPLOYEE STATE DAYS.

SURELY THERE'S SOME WAY OTHER THAN TO HAVE EMPLOYEES USE THEIR STATE DAYS FOR A FAMILY DEATH. PROFESSIONALLY, THIS YEAR HAS ALSO BEEN THE HARDEST EVER.

SOME STUDENTS HAVE COME BACK WITH VERY LITTLE STUDENT EXPECTATIONS OR ACCOUNTABILITY, ATTENDANCE AND ASSIGNMENTS OR AT THEIR CONVENIENCE, AND THEY ARE SURE THEY WILL PASS AND GRADUATE. THE THREE CLASS DAY GRACE PERIOD FOR TURNING IN ASSIGNMENTS DISTRICT WIDE IS HARMING OUR HIGH SCHOOL STUDENTS WITH BLOCK SCHEDULING THIS MEANS WHERE IT CAN BE TURNED IN UP TO A WEEK PAST THE DUE DATE.

IF THE STUDENT WAS ABSENT DUE TO COVID OR SOME OTHER REASON, THIS CAN MAKE THE ASSIGNMENT ELIGIBLE TO BE SUBMITTED ALMOST THREE WEEKS PAST THE DUE DATE.

CAN YOU EVEN BEGIN TO IMAGINE THE GRADING NIGHTMARE THIS CREATES FOR THE TEACHERS, NOT TO MENTION STUDENTS LOSING TRACK OF WHAT IS DUE AND WHEN IT'S DUE? I REALLY HOPE THAT THE THREE DAY GRACE PERIOD WILL FOR TURNING IN ASSIGNMENTS WILL BE REEVALUATED FOR NEXT YEAR.

ACCORDING TO A SURVEY BY NEA FIFTY FIVE PERCENT OF TEACHERS SAID THAT THEY ARE SERIOUSLY CONSIDERING NOT RETURNING NEXT YEAR. AS YOU JUST SAW, NOT THAT MANY PEOPLE ARE WANTING TO TEACH FOR WHATEVER REASON.
